What's more important -- counting calories or working out?

What's more important -- counting calories or working out?

My dad has long been a yo-yo dieter, and he never gets much in the way of lasting results. What can he do to lose weight? Just cut way back on calories? Work out all the time? Something else (not surgery)?

For me I think working out or just daily regimen of cardio and stretch exercise is better than counting calories, I think the size of your meals and the right combination of foods is more beneficial
